FS-9644 [mod_commands][core]

update hupall API to support multiple variables
       hupall [cause] [[var1] [val1]] [[var2] [val2]] ...

    added switch_core_session_hupall_matching_vars_ans() which will hang up all channels that match each variable(s) value
