Michael Jerris f8b798cfa3 resolves MDXMLINT-17 added api command xml_curl (takes debug_on and debug_off as params) that enables and disables keeping the lookup files around for debug reasons.

use more correct const char * for things that should not be modified. This should also fix the switch_cpp.cpp changes from MODAPP-44. More patches to follow up on this for a few more modules that will likely break with this commit.

use vsprops files for spidermonkey modules and modules using curl to centralize those settings.
